Analysis:  Rule 2-06 (g) & (i) of the NYC Dept of Parks and Recreation forbid the launching of
a windsurfer from a city park*.  Consequently, the only launches within NYC are parks that are
federal property (i.e., part of the Gateway National Recreational Area of the National Park Service). 
 Of these, Plumb Beach requires an annual permit to launch. 
New Jersey however provides many free launches into the Raritan.

*It is unknown whether this prohibition against windsurf launching within New York City
is due to safety reasons or lack of interest.  It may be possible to overcome this prohibition
 by a strong showing of interest by writing a letter to the Commissioner of Parks, Adrian Benepe
expressing the need and desire for windsurf launch access. It is further noted that other special
interest groups, such as kayak users, have previously been successfully in doing this.
